Housing allowance protection does not travel with you on a PCS move. When you report to Nellis Air Force Base, your Basic Allowance for Housing is whatever Nellis pays in the year you arrive. That figure comes from a survey of Las Vegas rents. Home prices and mortgage rates are not part of it.
In late 2026 that gap is wide. The rents that feed Nellis BAH have been falling, and landlords are adding free months to win tenants. Mortgage rates have climbed back above 7%. The allowance stretches much further toward a lease than toward a loan, so a family deciding whether to rent or buy should know which market the number is tied to.
The Rate You Carry Is the Rate You Arrive Into
The Defense Travel Management Office calls the safeguard individual rate protection. It "prevents a member from receiving a lower BAH rate than the previous year, as long as the BAH eligibility status of a service member remains unchanged." You keep whichever is larger: the rate published January 1 or the allowance you received on December 31.
DTMO lists three status changes that end that protection:
- A permanent change of station
- A reduction in paygrade
- A change in dependency status
Protection starts again once you arrive at the new duty station. In practice, a family already at Nellis keeps its rate if Nellis BAH goes down, while a family arriving the next year gets the new figure. The Department of War's 2026 rate release says the same: a member with uninterrupted eligibility "at a given location will not see a rate decrease."
The calendar matters too. The 2026 rates were announced Dec. 11, 2025, according to the Air Education and Training Command's posting of the announcement, and took effect January 1. If you have orders for 2027, your number will come from the release DoD typically puts out in December.
What the Formula Was Watching This Summer
DTMO collects BAH data each spring and summer, during peak PCS season. The rate is built from local median market rents and average utilities across six housing profiles, with a 5% member cost share built in. For the Nellis AFB/Las Vegas housing area, coded NV212, DoD's 2026 component breakdown attributes 86% of the total to rent and 14% to utilities.
The rental market during the 2026 survey window looked like this:
| Measure | Figure | Period | Source |
|---|---|---|---|
| Median single-family rental | $2,110, down 8.2% year over year | Q2 2026 | UNLV Lied Center via Review-Journal |
| Median multifamily rental | $1,381, down 4.6% year over year | Q2 2026 | UNLV Lied Center via Review-Journal |
| Four-bedroom house rents | Down 36.1% from peak | Q3 2024 peak to Q2 2026 | UNLV Lied Center via Review-Journal |
| Large complexes offering at least one month free | 43%, up from 14% in 2023 | Through September 2026 | Zumper via Review-Journal |
| New units still available after 30 days | 49%, up from 23% three years earlier | Through September 2026 | Zumper via Review-Journal |
The house-rental figures come from a UNLV Lied Center for Real Estate study reported by the Las Vegas Review-Journal in August. Adjusted for inflation, single-family rents peaked at $2,616 in the first quarter of 2024 and had fallen to $2,110 by the second quarter of 2026. Four-bedroom houses fell the most, and that is the size many PCS families with children look at first.
The concession figures come from Zumper's renter-leverage study, which the Review-Journal covered on Oct. 20. Zumper gave the Las Vegas Valley a "B" and ranked it ninth among U.S. metros, and only Denver had a higher share of large communities offering free rent. A month free on a 12-month lease brings the effective monthly cost down by about one-twelfth. BAH surveys median market rents, so that discount comes on top of whatever the survey recorded.
Where the Allowance Meets a Mortgage
In DTMO's 2025 rate table, an E-5 with dependents at Nellis received $2,100 a month. E-4 received $1,980, E-6 received $2,250 and O-3 received $2,382. For 2026 the E-5 with-dependents rate dropped to $2,070. You can look up the 2026 rate for your grade with DTMO's BAH rate lookup.
The purchase side runs on different numbers. Las Vegas REALTORS® reported a median existing single-family price of $470,000 for September 2026. That matched September 2025 and was below the record $490,000 set in May and June. Condos and townhomes had a median of $290,000. Freddie Mac's weekly survey put the national 30-year fixed rate at 7.24% as of Oct. 29, 2026, and the October average was 7.34%.
Here are those figures side by side. The loan payments are straightforward principal-and-interest math at 7.24% over 30 years, financing the full price:
| Monthly figure | Amount |
|---|---|
| 2026 Nellis BAH, E-5 with dependents | $2,070 |
| Median single-family rent, Q2 2026 | $2,110 |
| Principal and interest on $290,000, the September 2026 condo/townhome median | about $1,976 |
| Principal and interest on $470,000, the September 2026 single-family median | about $3,203 |
The median house rental is about $40 above the 2026 E-5 allowance. The median house purchase costs roughly $1,130 a month more than the allowance before property taxes, insurance or any association dues. The condo payment fits under the allowance on principal and interest alone, but taxes, insurance and dues would push it higher.
DoD addresses this directly. Its BAH Primer says rates are based on rental markets, not purchase markets. Members can put BAH toward a mortgage, but the allowance is not designed to track home prices. In 2026, rents fell while borrowing costs rose, so the allowance moved closer to the cost of renting and further from the cost of owning.
Buyers Have More Room Than the Payment Suggests
Higher rates have also slowed the sales market, and that gives buyers some leverage. LVR reported a five-month housing supply in September 2026, up from about four months a year earlier. There were 7,995 single-family homes listed without any offer, 6.6% more than a year before. Sales were down 7.4% for homes and 12.6% for condos and townhomes compared with September 2025. Homes are still selling, though. In September, 75.9% of existing homes sold within 60 days, compared with 72.0% a year earlier.
For a family that buys, the extra inventory improves the purchase price and terms. It does not change the monthly payment gap, which comes from the interest rate. A Nellis tour has a set length, so a buyer is weighing that gap against the equity built over the years of ownership. The allowance covers part of the payment. The rest comes out of the household budget.
The Rental Discount May Not Last
The concessions come from a building boom that is ending. The Review-Journal reported that the valley has absorbed a wave of new apartments financed during the pandemic, when interest rates were at their lowest. Commercial real estate brokers quoted in the same story expect new apartment supply to "dry up dramatically in the next 12 to 18 months" because of costlier financing, higher construction costs and a shortage of land. A family arriving this winter or next spring is signing a lease while that supply is still on the market.
North Las Vegas, the city closest to the base, is a partial exception. According to Zumper data reported by the Review-Journal, one-bedroom rents there fell 14.5% year over year in July 2026, the second-largest drop in the valley. North Las Vegas was also the only tracked area where two-bedroom rents rose, by 1.3%. A smaller household near the base gets most of the discount. A family that needs a second bedroom gets less of it close to Nellis.
On-base housing is the third option. Nellis Family Housing's 2026 newcomer packet lists Hunt Military Communities as manager of five communities with more than 1,100 new and renovated single-family homes. Compare it with off-base leases, because those leases currently come with free months and a dropping rent market.
Questions PCS Families Ask About Nellis BAH
If Nellis BAH drops in 2027, does my rate drop too?
If you are already stationed at Nellis and your eligibility status has not changed, DTMO's rate protection keeps you at the higher of the January 1 rate or your December 31 allowance. If you PCS in during 2027, you receive the 2027 rate.
Does BAH go up when home prices go up?
No. DoD's primer says BAH is built from rental markets and is not designed to track purchase markets.
Is the utilities share included in my rate?
Yes. For Nellis, DoD's 2026 breakdown puts about 14% of the total housing cost toward utilities, so the full allowance is not meant to go to rent or a mortgage payment alone.
